Returning to Cyprus, or moving here from Greece or the EU: do my years count, how do I join GESY, and what do I do with my insurance?

For Cypriots coming back from the UK, Australia or Canada, for Greeks and for EU citizens: how insurance periods are added together, the bilateral agreements, registering with GESY, the 5 years of residence for child benefit, and what to bring with you.

In short

Your years are usually not lost: in the EU, the EEA and Switzerland insurance periods are added together, and there are agreements with some countries, such as Australia and Canada; not with Russia or Ukraine. GESY access depends on your residence and category, not on contributions you once paid.

  • Ask for an insurance record from every country you worked in, before you leave.
  • Keep proof of residence from your first day in Cyprus, such as a lease and bills.
  • Register with GESY and choose a personal doctor as soon as you have your category.
  • Ask each insurer abroad in writing what happens to your policy if you live in Cyprus, before cancelling anything.

From the series “The questions you are afraid to ask”, part “The Cyprus system”: questions real people ask, with honest answers.

At a glance

  • In the EU, the EEA and Switzerland insurance periods are added together for the minimum conditions, and each country pays its own pro-rata share (Regulation 883/2004).
  • There is an agreement with Australia from 1992 and a bilateral agreement with Canada; there is none with Russia or Ukraine.
  • GESY access depends on residence and a beneficiary category, not on contributions you once paid.
  • Child benefit needs 5 years of legal residence; years in an EU country count.
  • Do not cancel a policy from abroad before checking what applies when you change country and before new cover starts.

Coming home, or making a new one

After years in London, Melbourne or Toronto, or after a life in Greece, moving to Cyprus brings joy and a lot of paperwork. The questions are always the same: are the years I worked elsewhere lost? When do I join GESY? What do I do with the policies I have? Here are the rules as we found them, with their sources, and the points where results differ from person to person.

Your years abroad

Where you come fromWhat applies
EU, EEA, Switzerland (and Greece)Periods are added together to meet the minimum conditions (Regulation 883/2004); each country then pays its own pro-rata share. You claim in the country where you live or last worked, which collects the records.
United KingdomPeople in a cross-border situation before 1 January 2021 stay under the EU regulations (Withdrawal Agreement). For later movers, the protocol of the Trade and Cooperation Agreement applies, which excludes family benefits.
AustraliaAn agreement signed in Nicosia on 12 May 1992, covering old-age, invalidity, work-related disablement, survivors’ and funeral benefits. On the Cyprus side, adding periods together generally does not apply if the Cypriot period is under 52 weeks.
CanadaA bilateral agreement exists, and the Ministry of Labour publishes a guide. We did not research its details.
Russia, UkraineThere is no agreement: years are neither transferred nor added together. The Cypriot pension can still be earned if the Cypriot conditions are met.

GESY, child benefit and other benefits

  • GESY. Access depends on residence, not on contributions (European Commission, July 2026). Beneficiary categories: people working with ordinary residence, permanent residents, S1 holders (pensioners, posted workers), and family members (spouse, minors, dependent children under 26). The Health Insurance Organisation may ask for utility bills as proof of residence.
  • Child benefit. 5 years of legal and continuous residence before applying; periods in the EU count. Apply every year by 31 December.
  • Guaranteed Minimum Income. As set in 2014, it needs 5 years of residence (a secondary summary of the law); confirm today’s conditions.
  • The state pension. From 65, early from 63 with a reduction; the full basic pension is €529.82 a month in 2026. See the state pension in Cyprus.

What to bring with you

  • An insurance record statement from every country where you worked, with your insurance numbers.
  • Proof of residence abroad (for child benefit and other benefits with a residence condition).
  • If you are a pensioner from another EU country, the S1 form from the institution that pays you.
  • Birth and marriage certificates, and the insurance policies you hold, with their terms.

Where the gap is

Two gaps keep coming back. First, health: people who had a work group plan in Greece or the UK find a broad GESY here with low co-payments, but also waits for some specialists that reached 10 months (December 2024); see GESY in practice. Second, policies from abroad: some apply wherever you live, others have conditions about your country of residence. Ask the company in writing before you move, and cancel nothing before new cover starts; see I moved to Cyprus or may leave and Studying abroad, moving, a residence permit.

Your questions, one by one

I’m Greek and moved to Cyprus. Do my EFKA years count here?

Yes, through the EU rules: periods in Greece and in Cyprus are added together to meet the minimum conditions, and each country pays its own pro-rata share. You claim in the country where you live or last worked. Keep your insurance record from EFKA.

I’m a Greek pensioner moving to Cyprus. How do I get onto GeSY?

S1 holders (pensioners) are a GESY beneficiary category. Ask the Greek institution that pays your pension for the S1 and ask the Health Insurance Organisation (17000) about registering. Then you choose a personal doctor.

In Greece my employer’s group plan covered everything. Is GeSY enough here?

GESY is broad and cheap to use: the personal doctor has no co-payment, a specialist with a referral €6, with an annual cap of €150 (2026). Its most common gap is waiting times, which for some specialists reached 10 months (December 2024). For many people it is enough; a private plan makes sense if speed and choice matter to you.

Is the Cypriot pension system very different from the Greek one?

We do not compare with the Greek system, because we did not research it for this article. In Cyprus the old-age pension is from 65, early from 63 with a 0.5% reduction for each month, and the full basic pension was €529.82 a month in 2026. See the state pension.

We’re returning to Cyprus after 20 years in the UK. How do we re-register with GeSY?

GESY access depends on residence and a beneficiary category (for example work or permanent residence), not on contributions you once paid. Prepare proof of residence, such as utility bills, and ask the Health Insurance Organisation (17000) which documents you need. Your children under 26 who are studying can join as family members.

I worked in Australia for 15 years. Will that help my Cypriot pension?

It may. The Australia–Cyprus agreement (12 May 1992) covers old-age, invalidity, survivors’ and other benefits. On the Cyprus side, adding periods together generally does not apply if the Cypriot period is under 52 weeks. Ask the Social Insurance Services for a calculation with your Australian record.

I’m back from Canada. Do my Canadian years count?

There is a bilateral agreement between Cyprus and Canada, and the Ministry of Labour publishes a guide. We did not research its details. Ask the Social Insurance Services to look at your years under the agreement.

I paid UK National Insurance for years. Should I keep paying voluntary UK contributions from Cyprus?

This is set by UK rules, which we did not research, and we cannot recommend it or advise against it. Ask the competent UK service (GOV.UK) how many years you have and what voluntary contributions would add. Keep your insurance record from both countries.

We’re moving back with children born abroad. How do we get child benefit?

Child benefit needs 5 years of legal and continuous residence before applying. Periods of residence in an EU country count (Regulation 883/2004); for people who came from the UK after 2021, the agreement’s protocol excludes family benefits. The application is made every year by 31 December.

I’m moving to another EU country. Can I take my Cyprus unemployment benefit with me?

We have not confirmed the rule on taking Cyprus unemployment benefit to another EU country. Ask the Social Insurance Services before you leave, because leaving without the right procedure can stop the benefit.

Does the Cyprus EHIC cover me when I visit family in Greece?

In general, the European Health Insurance Card gives access to necessary state healthcare during a temporary stay in another EU country, on the same terms as locals. It does not replace travel insurance for private care or repatriation. Ask the Health Insurance Organisation (17000) how it is issued.

Can I claim Greek and Cypriot pensions at the same time?

Yes, that is usually how it works in the EU: each country pays its own pro-rata share for the years you were insured there. You make one claim in the country where you live or last worked. The amounts differ from case to case.

Is the Cypriot unemployment benefit similar to the Greek OAED/DYPA one?

We do not compare with the Greek benefit, because we did not research it. In Cyprus unemployment benefit is paid to employees from day 4, for up to 156 days, at a basic rate of 60% to 100% depending on dependants. See the article on unemployment.

In Greece I had EOPYY. What’s the GeSY equivalent of a family doctor and referral?

You register with a personal doctor, online or at the surgery, with a Form of Mutual Acceptance; children up to 15 go to a personal paediatrician. For a specialist you need a referral (a €6 co-payment); without one you generally pay €25. See GESY in practice.

I took out life insurance in the UK before returning. Should I keep it or replace it here?

We cannot judge it for you. Ask the company in writing whether the policy stays valid if you live in Cyprus, how premiums and claims are paid, and in which currency. Do not cancel it before new cover starts, because a new application is judged on your age and health today.

After years abroad, how long until I qualify for Cypriot benefits like child benefit or GMI?

Child benefit needs 5 years of legal and continuous residence, and periods in the EU count. For the Guaranteed Minimum Income, as set in 2014, 5 years of residence were also required. Confirm today’s conditions with the competent service before you move.

I’m Bulgarian/Romanian working in Cyprus. Will my home-country years be added to my Cyprus record?

Yes, under the EU rules: insurance periods in Bulgaria or Romania are added to the Cypriot ones for the minimum conditions, and each country pays its own pro-rata share. They are not moved onto the Cypriot record as Cypriot years. Keep your home country’s insurance record.

Questions worth asking

  • Which of my years count, and which country will pay which part of the pension?
  • Which GESY beneficiary category am I in, and which documents do I need?
  • From when does my residence count for child benefit?
  • Does my policy from abroad stay valid if I live in Cyprus?

What you can do from today

  • Ask for an insurance record statement from every country where you worked, before you leave it.
  • Collect proof of residence from your first day in Cyprus (tenancy, utility bills).
  • Register with GESY and choose a personal doctor as soon as you have your category.
  • Ask every insurer abroad in writing what happens to your policy if you live in Cyprus.
  • Note the date on which you complete 5 years of residence.

General information, not advice. State benefit amounts, rates and conditions change every year, and we give each figure with its source and year. For your own case, what the competent service confirms applies (for contribution-based benefits, the Social Insurance Services); for a private policy, the terms of your own policy.

Every policy has its own terms. What we write here is general information, not advice; for your own case, what your policy says applies, and it is worth confirming it in writing with your insurer.
